Paul Scotney speaks to Racing Commissioners International
In March 2011, Paul Scotney, Director of Integrity Services, Compliance and Licensing at the British Horseracing Authority, was invited to speak at the Racing Commissioners’ International Annual Conference in New Orleans to speak about regulating horseracing; particularly in an environment involving betting exchanges.
Two major racing states in America - California and New Jersey - had recently passed legislation to authorise exchange betting. During his visit Paul helped American regulators to understand the challenges they will face, the impact on racing and how best to address integrity concerns.
